Position: Group Manager – Property & Place
Location: Hemel Hempstead
Salary: Circa £60,000 – Package of £64,500 per annum
Length of Contract: Permanent

Greenacre Recruitment are working alongside Dacorum Borough Council to source a Group Manager – Property & Place on a Permanent basis.
The role is to lead, manage and be accountable for all aspects of the Housing asset portfolio, including Quality standards, performance targets, budgetary control and legislative requirements in respect of H&S compliance.

Job Purpose

  1. Maintain and review the Asset Management Strategy and ensure that investment in stock and other assets is within this strategic framework and adequately resourced.
  2. Management responsibilities for Housing Asset Management, Responsive repairs and Empty Homes, Planned maintenance, Cleaning Service, Aids and Adaptations including the private sector Disabled Facilities Grant.
  3. Ensure effective planning and delivery of investment programmes to deliver value for money services and ensuring pre and post notification of works for leaseholders.
  4. Ensure all areas of health and safety are adequately resourced and managed to ensure our properties are compliant with regulations and the safety of residents is prioritised accordingly.
  5. Management of the contractual relationships with service providers for all planned, cyclical and responsive works to include all statutory compliance functions (asbestos, fire, legionella, electrical, Equality Act requirements etc)
  6. Develop and manage the strategic partnering relationships with consultants to ensure quality, value for money outcomes.
  7. Develop and implement plans for the management of places and communal facilities as part of an agreed local standards framework including:
  8. Managing an SLA to deliver the landscaping service to housing land delivered within another part of the Council
  9. Managing the estates inspection team ensuring regular tenant/multi agency inspections
  10. The cleaning team
  11. Ensure a service that is designed around tenants and leaseholders needs and provides choice, where appropriate.
  12. To be responsible for the production of property and asset management reports to enable them to be presented to Corporate Management Team; Cabinet; Overview and Scrutiny Committees in accordance with agreed timescales.
  13. To work with the Group Manager, Financial Services to ensure that the Base Data returns are maintained and further developed to enable the Council to meet the statutory requirements.
  14. To ensure that all procurement and contract management arrangements comply with the Council’s Procurement Standing Orders and associated strategies
  15. To ensure that the use of Approved list of Contractors and Consultants or Framework agreements are utilised in the correct and approved manner, to recommend appointment of and liaise with specialists and consultants.
  16. To ensure that all construction projects and asset management issues on the Housing portfolio is planned, directed and controlled in accordance with the Asset management strategy, Capital Strategy and Programme and Financial Regulations.
  17. To review and update policies on sustainability, fuel poverty, and renewable energy to support the climate emergency agenda and corporate priorities.
  18. To procure, populate and maintain robust stock condition data in order to inform the 30 year business plan under self-financing arrangements
