Housing Strategy Manager

Greenacre are pleased to be supporting a housing organisation based in Essex, with their recruitment of a Housing Strategy Manager.

  • Lead and manage the Housing Strategy Service to deliver agreed levels of customer performance.
  • Lead and direct the overall management of the Strategic Housing Strategy team, including the recruitment, motivation and development of staff, to ensure the preparation of effective and responsive policies and strategies as well as the delivery of high-quality services in a cost effective, safe and efficient manner in line with policies and legislation.
  • Manage the team’s Human Resources in terms of performance, development, attendance and health and safety.
  • Manage the financial and physical resources of the section within agreed budget levels.
  • To act as the lead professional officer on strategic housing matters and provide timely and sound advice to officers and members to enable them to effectively fulfil statutory and corporate responsibilities.
  • Develop, implement and communicate appropriate policies, strategies and projects within the Housing Strategy team. This includes ensuring that the organisation publishes, monitors and reviews it’s Housing Strategy and Homelessness Strategy.
  • Lead, manage and monitor the performance of the Housing Strategy team to ensure that all national & local Key Performance Indicators and local performance targets are met in accordance with policies and statutory requirements.
  • Initiate, develop and implement positive two-way working relationships and service partnerships with other teams, other authorities, bodies and agencies in order to co-ordinate service provision, make best use of resources and bring in external income to support activities and services.
  • Research, prepare and present reports on housing matters and the activities of the Strategic Housing Strategy team and make recommendations to ensure that Members and senior managers are kept fully informed
  • Oversee the purchase of 100 + properties and provide grants to Registered Providers. To lead the development of new revenue opportunities to enable the Service to be financially resilient and competitive with the private sector.

The ideal candidate:

  • Housing related degree level qualification or equivalent
  • Management qualification or equivalent experience
  • Significant relevant post-qualification experience in Housing strategy or related discipline
  • An innovative approach to problem-solving; ability to evaluate, critique and review existing practices, processes strategies and policies.
  • Analytical skills – able to interpret and explain complex legislation, regulations and other data/information.
  • Report writing
  • Have business acumen and financial awareness •
  • Be commercially aware and demonstrate business acumen
